Parcel 191900000 is just outside of an Urban Growth Area and is zoned AG-20. De-designating and rezoning agricultural land must be addressed through the periodic review update which the county is required to complete by June 30, 2025. 

As long as a parcel is a legal lot of record, a boundary line adjustment is a possibility. As long as the adjustment does not render the lot non-conforming to the underlying district, or change setbacks to existing structures on either parcel which would render them illegal or nonconforming, then it may be approved. Legal lot determination has not been completed for parcel 191900000, so that would need to occur prior to approval of any proposed boundary line adjustment. The legal lot determination first can run concurrently with the boundary line adjustment.
